Civic technology platform BetterGov.ph and advocacy group Creators Against Corruption launched a joint initiative on Oct. 30 to parse, track and visualize line-item allocations in the proposed 2027 National Expenditure Program through open-source data pipelines and social media distribution.

The coalition, called “Nerds & Voices Alliance,” integrates automated ingestion systems and anomaly-detection software developed by civic-tech engineers with an outreach network of online content creators. The initiative seeks to identify fiscal irregularities within the national budget and convert complex procurement records into publicly accessible formats, including interactive maps and short-form video reports.

The workflow relies on BetterGov.ph’s technical infrastructure to ingest and cross-reference hundreds of thousands of budget entries from the Department of Budget and Management (DBM) against historical expenditure laws and procurement databases. An automated screening pipeline, titled the “2027 Budget Radar,” evaluates expenditure changes, recurring flood control line items, contractor patterns and unprogrammed allocations. Identified anomalies feed into data sheets, interactive calculators and visual assets designed for independent creators affiliated with Creators Against Corruption. The creators then publish breakdowns across platforms such as TikTok, YouTube and Facebook.

“Nerds and creators are two sides of the same civic spear,” Carlo Ople, founder of Creators Against Corruption, said in a statement. “The tech guys build the radar, and the influencers fire the megaphone. When an angry developer who understands SQL joins forces with an angry creator who understands reach, corruption loses its favorite shield: public apathy.”

Jason Torres, founder of BetterGov.ph, said the project addresses systemic transparency barriers in public finance caused by convoluted document formats and fragmented agency reporting. (Read More: Pinoy Dev Builds a Council of Agents That Argues About Philippine Policy & Issues All Day)

“We built open tools to parse the data, scrape the procurement records, and map where every single peso actually leads,” Torres said. “Partnering with Creators Against Corruption ensures that our data pipelines don’t just sit on GitHub or a technical dashboard; they land squarely on millions of mobile screens where citizens can see the math, ask the tough questions, and demand real answers.”

Beyond creator-focused distribution, BetterGov.ph activated public-facing digital dashboards that allow users to search project allocations by congressional district and municipality.

The 2027 budget monitoring initiative expands on previous civic-tech projects led by the two groups. Torres earlier developed automated software frameworks that utilize autonomous artificial intelligence agent swarms to evaluate legislative records and budget policies in real time. BetterGov.ph has also collaborated with the Department of Information and Communications Technology (DICT) on public open-source government web infrastructure.

The coalition confirmed that live budget breakdowns, data drops and district expenditure analyses will continue to roll out as the 2027 General Appropriations Bill moves through legislative deliberations.
