Following the recent proposals of two other solons on utilizing web3 technology, Ilocos Norte Rep. Angelo Marcos Barba recently filed a measure seeking to institutionalize the use of blockchain technology in government operations to promote transparency, accountability, and efficiency.
Blockchain for Government Operations
Filed on August 27, 2025, House Bill 4075, titled āAn Act Institutionalizing the Use of Blockchain Technology to Promote Transparency, Accountability and Efficiency in Government Operations and for Other Purposesā proposes the adoption of blockchain to ensure tamper-proof, transparent, and efficient government transactions.Ā
In his Facebook post unveiling the bill, Barba said it seeks to strengthen accountability, build public trust, and make government services faster, safer, and easier to access.

The bill is currently pending first reading in the House of Representatives.
Strategic Bitcoin Reserve
In June, Rep. Miguel Luis Villafuerte filed House Bill 421 seeking to establish a Strategic Bitcoin Reserve managed by the Bangko Sentral ng Pilipinas.Ā
The measure proposes acquiring 2,000 BTC annually over five years, to be held for at least 20 years, as a hedge alongside the countryās gold and dollar reserves.
Budget and Financial Transactions on BlockchainĀ
In late August, Senator Paolo Benigno āBamā Aquino IV announced plans to file a bill that would place the Philippine governmentās budget and financial transactions on a blockchain platform to fight corruption and promote transparency.Ā
The measure was noted to allow citizens to directly monitor government spending, making every peso traceable.

In July, the Department of Budget and Management (DBM) launched a blockchain-based platform that makes key budget documents, such as Special Allotment Release Orders (SAROs) and Notices of Cash Allocation (NCAs), publicly accessible and verifiable via the Polygon blockchain.Ā
Developed with BayaniChain and ExakIT under Project Marissa, the system mints documents as NFTs to ensure they cannot be altered. Accessible through blockchain.dbm.gov.ph, the platform aims to boost transparency, prevent document fraud, and strengthen accountability in public finance.
