For SSS members needing quick cash, borrowing money often means navigating a trade-off: enduring long branch lines for official loans, or resorting to informal “5-6” lenders charging interest rates as high as 10% per month.

A new joint effort between state-run Social Security System (SSS) and Rizal Commercial Banking Corporation (RCBC) aims to eliminate both friction points entirely. Through a newly signed agreement, qualified SSS members can now apply for and receive microloans ranging from ₱1,000 to ₱20,000 entirely from their smartphones via RCBC’s DiskarTech super app.

The end-to-end digital borrowing process cuts out branch visits and physical paperwork. It also sidesteps the usual requirement for employer pre-approval, giving borrowers direct access to short-term emergency funds.

How the Digital Microloan Works

The new product, dubbed SSS Loan Lite, runs on real-time eligibility validation and automated credit evaluations handled by RCBC. Once approved, cash is instantly disbursed directly into the borrower’s DiskarTech account.

The loan carries a regulated annual interest rate of 8%, translating to roughly 0.67% per month. This is significantly lower than informal street lending rates or standard online lending apps, aligning with a recent push by Finance Secretary Frederick Go for government institutions to offer affordable financing alternatives that keep members out of debt traps.

Borrowers can select flexible repayment terms of 15, 30, 60, or 90 days. Repayments can be set up using automatic debits directly through the DiskarTech app.

Eligibility and Requirements

To qualify for SSS Loan Lite via DiskarTech, members must meet baseline contribution criteria:

  • Basic Eligibility: Must have at least 12 posted monthly SSS contributions.
  • Maximum Loan Tier: Members seeking the upper limits (up to ₱20,000) need at least 36 total monthly contributions, with at least six posted within the 12 months preceding the application.
  • Active Status: Must maintain the maximum monthly salary credit under the regular SSS program.

Borrowers can access the facility even if they have existing standard SSS loans, provided they meet the basic contribution thresholds.

How to Apply for SSS Loan Lite on DiskarTech

  1. Create and verify an account: Download the RCBC DiskarTech app and complete the Ultimate Digital (UD) account identity verification.
  2. Access SSS services: Tap the SSS icon within the app and select the SSS Loan Lite option.
  3. Confirm pre-filled details: Review the pre-populated details retrieved automatically from linked SSS records.
  4. Complete facial verification: Undergo a brief biometric liveness scan to verify ownership of the account.
  5. Select loan terms and confirm: Choose the desired loan amount (₱1,000 to ₱20,000) and repayment period (15 to 90 days). Once approved, the funds deposit immediately into your DiskarTech account.

Expanding Digital Financial Inclusion

The microloan rollout expands on an existing digital integration between RCBC and SSS. The institutions previously collaborated on the MySSS Card powered by DiskarTech, a unified solution serving as a social security ID, digital bank account, and debit card. SSS benefit disbursements through the platform topped ₱2.69 billion between January and July 2026.

According to SSS President and CEO Robert Joseph de Claro, the target demographic for the mobile loan service includes Gen Z and Gen X workers in the formal sector, with an estimated reach of 1 to 2 million members in its initial phase. To assist unbanked members with digital onboarding, RCBC and SSS are also deploying physical help desks across select SSS branches nationwide.

The initiative reflects a broader push by RCBC to deepen its digital footprint across both government services and emerging financial tech. RCBC’s fintech division, led by Chief Innovation Officer Lito Villanueva, recently signaled further digital asset integrations, including an agreement with PDAX to explore tokenized gold investments across mobile channels.
