TESDA’s new “Skills Passport” app uses blockchain to provide tamper-proof training certificates and AI-driven job matching for Filipino workers.
The Technical Education and Skills Development Authority (TESDA) has launched the Skills Passport mobile application, utilizing blockchain technology to verify training credentials. The platform allows employers to securely access authenticity certificates and skills records, ensuring the credibility of vocational training in the Philippines.

President Ferdinand Marcos Jr. led the launch at the San Juan National Government Center, which framed the app as a centerpiece of the government’s push to modernize public services and expand employment opportunities.

The president was joined at the event by TESDA Secretary Francisco Benitez, Education Secretary Juan Edgardo Angara, Commission on Higher Education Chairperson Shirley Agrupis, San Juan Mayor Francis Zamora, and Rep. Ysabel Maria Zamora.
App Features
The app serves as a dual-purpose portal for both workers and recruiters. Trainees from TESDA-accredited institutions can use the platform to view scholarships, access online training courses, and browse employment opportunities.
For employers, the app provides a secure environment to verify National Certificates and the identities of TESDA scholars. By using blockchain, these digital records are rendered tamper-proof.
The platform also integrates artificial intelligence through an in-app chatbot designed to answer user queries and provide job-matching services. This AI tool functions as a regional job portal, connecting students and graduates directly with industry representatives.

Gov’t Agencies that Use Blockchain
All three branches of the Philippine government have now integrated (or planning to integrate) blockchain technology into their operations:
Judiciary: In late 2025, the Supreme Court of the Philippines launched a five-year strategic plan to digitize operations, including a blockchain platform to secure judicial documents and AI for legal research.
Executive: The Intellectual Property Office of the Philippines (IPOPHL) partnered with the Department of Information and Communications Technology (DICT) to train patent examiners in utilizing blockchain for intellectual property management.
Legislative: House Speaker Faustino “Bojie” G. Dy III recently announced the “House Book” app, a mobile platform designed to digitize legislative processes and transition the House of Representatives to a blockchain-enabled system.
Local Government: Baguio City has piloted “GoodGovChain,” a governance platform built on the Digital Public Asset Framework to streamline local services.
