Vietnam has unveiled NDAChain, a government-backed blockchain platform developed to verify digital records and transactions across multiple industries. The platform was officially announced on July 25 and is being developed by the country’s National Data Association (NDA). Its operations will be overseen by the Ministry of Public Security’s Data Innovation and Exploitation Center.

NDAChain is a permissioned, layer-1 blockchain network that runs on a Proof-of-Authority (PoA) consensus protocol. It is supported by 49 validator nodes operated jointly by state agencies and major Vietnamese companies including SunGroup, Zalo, Masan, Sovico, MISA, and VNVC. These entities will collectively maintain a distributed ledger, execute smart contracts, and handle identity verification services.

The platform has been integrated with Vietnam’s National Data Center and is intended to serve as a verification layer for both government and enterprise systems.

Officials say NDAChain addresses key issues that have affected centralized digital systems, such as vulnerability to cyberattacks, difficulties in scaling, and lack of interoperability with international networks. According to the NDA, the system can process up to 3,600 transactions per second and incorporates zero-knowledge proof technology for added privacy and security.

Nguyen Huy, Head of Technology at the NDA, stated that the platform is built using a hybrid architecture that combines centralized and decentralized elements. While the blockchain offers a “decentralized layer of trust,” it is not fully decentralized due to the permissioned nature of the network. Access to network functions is limited to authorized participants, allowing the government to maintain oversight and control over sensitive data flows.

Beyond its use in transaction verification, NDAChain is also the foundation for NDA DID, Vietnam’s decentralized identity solution. This system allows for the authentication of users during digital transactions and further supports secure digital contract execution.

It will be linked to NDAKey, an application designed to facilitate real-time identity verification. Authorities say this tool will be instrumental in curbing online fraud and identity theft.
